The asbestos inventory identifies materials that may contain asbestos in an older building or one renovated before the complete ban in 2002. The year alone proves nothing; before works, this is a site safety and responsibility issue, not an administrative checkbox.

The report locates suspicious materials, describes their condition and recommends monitoring, treatment or removal according to the risk and worksite. Works must follow the applicable framework and use an accredited contractor where required. OVAM manages the Flemish asbestattest. Never disturb suspicious material yourself.

When is an asbestos inventory mandatory?
In Brussels, materials suspected of containing asbestos must be identified before work in a home. An inventory complying with the regional model must notably accompany the prior declaration for demolition or conversion works over 500 m² on a building predating 1 October 1998. In Flanders, OVAM has required the asbestattest for covered transfers since 2022.
Which buildings are concerned?
Buildings constructed or renovated before the complete ban in 2002 may contain asbestos, especially those from the 1960s to the 1980s. The year alone is no substitute for checking materials and renovation history.
What happens if asbestos is found?
The report describes the material condition and the action suited to the risk and planned works. An accredited contractor is required for removal work falling within that legal scope. Never disturb suspicious material yourself.

Is the asbestos inventory relevant for a sale in Brussels?
As of 1 September 2026, Brussels does not automatically require an asbestos inventory for every residential sale. The obligations mainly concern works, alterations and demolition; a new regional order is being prepared, but no general sale requirement has been announced. In Flanders, OVAM already requires the asbestattest for covered transfers.
How long does the visit take?
1 to 3 hours depending on the size of the property and the density of the zones to review. For a standard apartment, allow 1h to 1h30. For a house or a multi-storey building, 2 to 3 hours, especially if laboratory samples are required.
Asbestos certificate, attestation, inventory: what is the difference?
These documents start from an inspection but are not legally interchangeable. In Flanders, the OVAM asbestattest is required for certain transfers of buildings predating 2001 and must be prepared through a certified asbestos inventory expert. In Brussels and Wallonia, the inventory mainly serves worksite and worker-protection rules; it is not a general sale certificate.
Who may carry out a valid asbestos inventory?
Since the Royal Decree of 19 December 2025, the asbestos inventory required by the Code on Well-being at Work must be carried out by someone with specific, up-to-date competencies. An inventory produced by an unqualified party can be rejected, and the real cost then becomes having it done again.

    Arrêté royal modifiant le code du bien-être au travail en ce qui concerne l'amiante

    Since 22 December 2025, the asbestos inventory required by the Code on Well-being at Work must be drawn up by a qualified asbestos inventory expert with specific, up-to-date competencies. The text transposes Directive (EU) 2023/2668 and lowers the exposure limit to 0.01 fibre per cm³, then to 0.002 on 21 December 2029.
