Start with the building address, then the purpose: sale, renovation or removal. Federal worker protection rules apply alongside regional requirements. There is no single nationwide asbestos sale document.

Brussels
A sale report may not cover hidden layers behind a ceiling, under flooring or around a boiler. Share the existing report and work list so the inventory expert can define further investigation. Federal worker protection rules also apply.
Flanders
Since 23 November 2022, an asbestattest has been required when selling qualifying accessible constructions built before 2001. A certified asbestos inventory expert issues it through the OVAM system. Exact conditions depend on the construction and transfer: provide the building date and transaction type.
Wallonia
The OVAM asbestattest is a Flemish system. A Walloon project must be assessed against its work scope and applicable site rules. When employees are involved, federal rules require asbestos risk prevention and assessment of affected materials before work.
What changed in December 2025
The federal reform applies from 22 December 2025. It strengthens competency requirements for inventories and worker exposure prevention. For your project, check the professional’s qualifications, the affected materials and the planned method before work begins.
Preparing the right site documents in Brussels
For sites under class 1B or 1C procedures, Brussels Environment requires a signed destructive inventory of the affected areas, prepared independently of the removal contractor. A visual management inventory is insufficient for this file. Contractor approval does not replace regional site authorisation.
Who prepares the authorisation request in Brussels?
For a site requiring authorisation, agree who prepares and submits the file. Since 30 March 2026, MyPermit is the standard electronic channel; temporary permits and certain cases follow specific procedures. The official forms identify the required documents and appropriate submission route.
Flemish co-ownership: the 31 December 2026 deadline
The co-owners’ association of a qualifying pre-2001 building must hold a shared-area asbestattest by 31 December 2026. From 1 January 2027, a qualifying transfer also requires this shared-area certificate. If it already exists, it must also be provided for a transfer before that deadline.
Wallonia: distinguishing policy from applicable duties
The Walloon strategy announced in November 2025 addresses renovation and demolition. The announcement alone does not create a general asbestos certificate requirement for every sale. Assess each project against the rules actually applicable to the building, work and waste.
