An asbestattest describes identified asbestos materials and their management. It does not certify that a building is entirely asbestos-free and does not automatically replace pre-work investigation.

Sale: an asbestattest for pre-2001 buildings
Since 23 November 2022, an asbestattest has been required when selling qualifying accessible constructions built before 2001. A certified asbestos inventory expert issues it through the OVAM system. Exact conditions depend on the construction and transfer: provide the building date and transaction type.
Apartment and shared areas: prepare two scopes
An apartment and its shared areas are not automatically a single assignment. The building manager identifies shared spaces to inspect and arranges access. Prepare the property deed or co-ownership documents to distinguish the private unit from the shared building areas.
Renovation: additional investigation where needed
An asbestattest is based on a non-destructive inventory. It is not, by itself, sufficient for all work on hidden layers. Kitchen, roof or heating work requires checking the inventory against materials actually affected. Asbestos-safe does not mean asbestos-free.
Documents to prepare
Prepare the address, known construction year, available plans, previous certificates and building manager details if relevant. Identify inaccessible rooms and the planned transaction date. The expert confirms scope and included samples before visiting.
Flemish co-ownership: the 31 December 2026 deadline
The co-owners’ association of a qualifying pre-2001 building must hold a shared-area asbestattest by 31 December 2026. From 1 January 2027, a qualifying transfer also requires this shared-area certificate. If it already exists, it must also be provided for a transfer before that deadline.
Is an existing inventory enough before renovation?
An older report is not automatically invalid. Check whether it covers the materials the contractor will disturb, including hidden layers. This also applies to professional work in a private home. A clearly limited intervention does not necessarily require a new inventory of the entire house.
