No. Vlaanderen prohibits solar panels on a building with asbestos-containing roofing or an asbestos-containing under-roof layer. A recent visible roof covering alone is therefore not enough to approve the structure.
What about a roof in Brussels or Wallonia?
Have the roof and proposed work assessed before confirming installation. The Flemish rule above does not replace checking the framework applicable at the site address. If removal is needed, the relevant professionals must clarify authorisation, method and waste disposal.
Can the old sheets simply be covered?
In Flanders, OVAM also prohibits over-roofing an asbestos roof. Covering it is therefore not an automatic solution for a solar project.
How do you compare the full budget?
Ask for separate items: investigation and analyses, asbestos removal, waste, replacement roof and then panels. Clarify whether scaffolding, rain protection and scheduling are included.
