Property certifications by region — Brussels, Wallonia, Flanders

Key facts

Belgium's three regions share the same baseline (PEB required at sale/rental, RGIE for electrical, asbestos banned since 1998), but with separate regulators and timelines: Bruxelles Environnement in Brussels (PEB since 2011, fines up to €62,500), SPW Énergie in Wallonia (PEB since 2010), VEKA in Flanders (EPC since 2008) — the asbestos inventory is required at sale in Flanders via OVAM, and before works in Brussels via Bruxelles Environnement.

Comparison table

The same property in Brussels, Wallonia or Flanders is not subject to the same documents or fines. Here is the grid to know before listing for sale or rent.

Key terms

The acronyms of the three Belgian regions, with a link to the official regulator where available.

PEBPEB
Performance Énergétique des Bâtiments. Official energy certificate required for sale or rental in Belgium, valid for 10 years, with a score from A++ (< 45 kWh/m²/year) to G (> 345 kWh/m²/year).
EPCEPC
Energieprestatiecertificaat. Flemish name for the energy certificate, managed by VEKA. Required in Flanders since 2008.
RGIERGIE
French-language name of the Belgian federal electrical installation rules. Managed at federal level by SPF Économie, with a distinction between installations before and after 1 October 1981.
AREIAREI
Dutch-language name of the same Belgian federal electrical installation rules.
Bruxelles Environnement
Regional authority for PEB and asbestos management in the Brussels-Capital Region. Maintains the public registers of experts and certificates.
SPW Énergie
Walloon public energy service. Authority for PEB certificates, energy grants and renovation pathways in Wallonia.
VEKA
Flemish Energy and Climate Agency. Authority for EPC certificates and renovation duties at sale in Flanders.
OVAM
Public Waste Agency of Flanders. Flemish authority for waste management and asbestos certificates. The certificate is required at sale in Flanders.
A++ -> G scale
Energy score of the PEB or EPC certificate. A++ means theoretical consumption below 45 kWh/m²/year, while G is above 345 kWh/m²/year. The score must appear in sale and rental listings.
kWh/m²/year
Standard theoretical consumption unit used by the energy certificate: kilowatt-hours per heated square metre over a typical year.
30 mA / 300 mA residual-current device
Protection devices required by the federal electrical rules. The 30 mA device protects wet rooms; the 300 mA device protects the general installation against insulation faults.
Sale agreement
Private agreement between seller and buyer before the notarial deed. The PEB or EPC certificate must be presented no later than signature.
Notarial deed
Authentic deed transferring ownership. The notary may block signing when the required energy certificate or inspection report is missing.
Fibre cement
Historic material combining cement and asbestos fibres, used in Belgium until 1998. Common in roofs, pipes and cladding on older buildings.
