An energy certificate is required for sales and rentals in Belgium, subject to regional exceptions. Each region uses its own scale: Brussels A to G, Wallonia A++ to G and Flanders A+ to F. Validity can reach 10 years, under conditions specific to the region and transaction.
What is a PEB certificate?
The PEB or EPC is the energy document used when selling or renting a home. It estimates theoretical consumption in kWh/m²/year and assigns a regional label: A to G in Brussels, A++ to G in Wallonia and A+ to F in Flanders.
Issued by an expert accredited by Bruxelles Environnement, SPW Énergie or VEKA depending on the region, it remains valid for 10 years and must appear in every property listing from the moment it is published. Without it, the administrative fine reaches €62,500 in the Brussels Region.
In Brussels, the certificate now also shows whether a home is on track for the mandatory targets. By 1 January 2033, affected privately owned homes must reach no more than 275 kWh/m²/year, currently class E or better. A second target of 150 kWh/m²/year, currently class C, is planned no earlier than the end of 2045; that date still has to be set. Bruxelles Environnement explains the deadlines and exceptions.

Pricing is based on living surface: facade counts are a familiar shorthand here, not a billing criterion. Above 450 m², add €60 per additional 100 m² band. Apartment buildings are priced on surface and number of housing units.

The Brussels PEB framework covers availability before marketing, listing disclosures, validity and penalties. Amendments adopted in 2024 also set a maximum target of 275 kWh/m²/year for affected privately owned homes by 1 January 2033, followed by 150 kWh/m²/year no earlier than the end of 2045.

The Brussels PEB certificate model in force since 1 November 2024. A model change alone does not invalidate a certificate, but its data must be updated before a sale or rental when energy works have changed the dwelling.
