An energy certificate is required for sales and rentals in Belgium, subject to regional exceptions. Each region uses its own scale: Brussels A to G, Wallonia A++ to G and Flanders A+ to F. Validity can reach 10 years, under conditions specific to the region and transaction.

What is a PEB certificate?

The PEB or EPC is the energy document used when selling or renting a home. It estimates theoretical consumption in kWh/m²/year and assigns a regional label: A to G in Brussels, A++ to G in Wallonia and A+ to F in Flanders.

Issued by an expert accredited by Bruxelles Environnement, SPW Énergie or VEKA depending on the region, it remains valid for 10 years and must appear in every property listing from the moment it is published. Without it, the administrative fine reaches €62,500 in the Brussels Region.

In Brussels, the certificate now also shows whether a home is on track for the mandatory targets. By 1 January 2033, affected privately owned homes must reach no more than 275 kWh/m²/year, currently class E or better. A second target of 150 kWh/m²/year, currently class C, is planned no earlier than the end of 2045; that date still has to be set. Bruxelles Environnement explains the deadlines and exceptions.

Key facts about the energy certificate in 2026: it must be available at the point required by the region, can remain valid for 10 years and does not use the same scale in Brussels, Wallonia and Flanders.

What is a PEB certificate?
The PEB or EPC estimates a home's theoretical energy use. Brussels uses A (≤ 45 kWh/m²/year) to G (> 345), Wallonia A++ (≤ 0) to G (> 510), and Flanders A+ (≤ 0) to F (≥ 501). Regional obligations and validity must be checked.
How long is the PEB certificate valid?
The maximum validity is 10 years. In Brussels, if energy works have changed the dwelling since issue, the certificate data must be updated before a new sale or rental, even if the expiry date has not been reached.
Which documents should I prepare for the visit?
Gather: construction plans, insulation work invoices, technical sheets for the boiler, windows and insulation materials, certificate of the most recently installed boiler. Without acceptable evidence or a visual finding, the certifier applies Bruxelles Environnement's default values, which are often less favourable; no universal percentage can be promised.
Which PEB target must a Brussels home meet in 2033?
By 1 January 2033, affected privately owned homes must reach no more than 275 kWh/m²/year, currently class E or better. The next target is 150 kWh/m²/year, currently class C, no earlier than the end of 2045; that second date still has to be set by the Brussels government.
What happens without a valid PEB certificate?
In Brussels, an administrative fine of up to €62,500 may be imposed for a missing certificate or mandatory PEB information. The notary reports the absence to Bruxelles Environnement; the sale is not automatically voided.
How much does a PEB certificate cost in Brussels?

Who can issue a PEB certificate?
Only a certifier approved for the region where the property is located may issue it: Bruxelles Environnement in Brussels, SPW Énergie in Wallonia or VEKA in Flanders. Before ordering, ask for the assigned certifier's approval number and verify it in the competent register.
