What is a PEB certificate?

The PEB certificate (Energy Performance of Buildings) is an official document required throughout Belgium when selling or renting a dwelling. It rates the theoretical consumption in kWh/m²/year on a scale from A++ (very efficient) to G (very energy-intensive), with 3 to 8 quantified renovation recommendations.

Issued by an expert accredited by Bruxelles Environnement, SPW Énergie or VEKA depending on the region, it remains valid for 10 years and must appear in every property listing from the moment it is published. Without it, the administrative fine reaches €62,500 in the Brussels Region.

How long is the PEB certificate valid?
10 years from its issue date. If you carry out major insulation works, replace the boiler or the windows, request a new certificate before expiry: a better score (moving from E to C, for example) noticeably increases the property's value and shortens the time to sell.
Which documents should I prepare for the visit?
Gather: construction plans, insulation work invoices, technical sheets for the boiler, windows and insulation materials, certificate of the most recently installed boiler. Without these, the certifier applies default values from Bruxelles Environnement, typically 5 to 15 % less favourable than the actual performance.
What happens without a valid PEB certificate?
The administrative fine reaches €62,500 for the lack of a PEB certificate during a sale or rental in Brussels. An additional fine applies if the score is missing from the listing. In practice, the notary refuses to sign the authentic deed without the certificate.
How much does a PEB certificate cost in Brussels?
